The IT sector has seen a skills shortage for several years now (maybe up to a decade), and any downturn may see an increase in people looking for work. The issue is that when a company decides to let people go, it will make it’s (perceived) weaker staff go first.

So when employers start to recruit again, they may feel that it will be a lot easier with more people looking for work, but the needle they are looking for might be in a bigger haystack!
